CABE Africa in conjunction with Ministry of Agriculture and Livestock Development (MoALD), Tegemeo Institute of Agricultural Policy and Development, and Kenya Plant Health Inspectorate Service (KEPHIS) are working on the Development of Seeds and Plant Varieties (Vegetatively Propagating Seeds) Regulations, 2023.
CABE Africa’s role in this policy engagement process include offering technical input as relates to their experience in seed systems and providing overall coordination in administration and logistical support for ensuring smooth implementation of programmed activities and timely delivery of outputs and outcomes. CABE will be the link between the Ministry and CIP and any other onboarded development Partners in mobilizing of resources, accounting for and reporting progress of planned activities.
Ministry of Agriculture and Livestock Development (MoALD) which is currently comprised of two State Departments: Crop Development and Livestock Development. In a devolved government structure, MoALD is responsible for policy formulation, regulation and the creation of an enabling environment for investment and business operation by different actors. The role of MoALD in this work include technical coordination and guidance of daft regulations development process, stakeholder mobilization and facilitating adoption and approval of draft regulations by Ministry top/policy decision makers, the Attorney General and Parliament through the National and Senate Committees on Delegated Legislation.
Tegemeo Institute of Agricultural Policy and Development is a Policy Research Institute under Egerton University. Tegemeo Institute’s role will include bringing on board data/information based on empirical research and analysis for evidence-based ex-ante analyses and cost-benefit analyses /effectiveness of the regulations, including assisting in the assessment of regulatory impact assessments (RIA) exercise that shall be undertaken on the regulations. In addition, Tegemeo will assist CABE Africa in administering the programme execution.
Kenya Plant Health Inspectorate Service (KEPHIS) is the Government parastatal whose responsibility is to assure the quality of agricultural inputs and produce to prevent adverse impacts on the economy, the environment, and human health. KEPHIS is the National Designated Authority for the regulation of the seed sub-sector. KEPHIS’ role in this project will include: offering technical advice on international, regional and national level –guiding legal and regulatory frameworks for the seed subsector and the options that should inform the development of the required regulatory frameworks for VPMs.
